Public Representations on the Consultation Paper: PUCSL Public Hearing for tariff setting 2010- 2011 June

Members of the commission and my dear friends,
The Government policy is to subsidize the electricity for poor, which is highly commended since electricity is a basic need.
1.       My question is, does this proposed tariff structure subsidize the real poor of our country?
Take a real example of a household that I know of 8, living in a cramped flat near Colombo. They need fans for ventilation. Assume they have 8 fans of 100W working for 8 hours. That and only that  fans will contribute 200 units per month. Now the minimum bill that they get will be 300 units. The total bill is over 8000. Now  there income is around 20000. 40% of income is for electricity. The irony is that there is a surcharge of 10*300 , 3000 on their bill? Does using more electricity always imply that the household is not poor?
Now take this household that I know of consisting of 4 in a sub urban area, well ventilated and spacy , so no fans r required. Being educated they use efficient energy management plans to keep the bill in about 75 units. In effect they are subsidized by to the amount of Rs 825/= , is this fair? Well suffice it to say  the income of this household is 150,000/=
Does using less electricity always imply that the household is poor?
The irony is that the poor family is effectively subsidizing the rich family…
Are the people who are using more electricity responsible for supplying the basic needs of the poor people of our country? My belief is that it is the responsibility of the government.  Therefore this huge cross subsidy must stop if we are to have a healthy electricity industry with cross reflective tariff.
Now how should be determine if a household need to be subsidized? This subsidy is similar to Samurdhi. The subsidy must be decided on a case by case basis with a proper evaluation method which includes, income of the family , number of dependents etc. , This is fair since the electricity subsidy amounts to at least Rs1000/ month and not a negligible amount. In fact I suggest that the subsidy for the household thus chosen should be even subsidized more, implementing the government policy thoroughly.

2.       Repercussions of having a highly cross subsidized electricity sector is that it will b adversely (resulting in an extremely skewed electricity charge sectorwise) affecting the informal SMEs of our country. They will use over 300 units and will find it difficult to compete with imports or the mass scale industries.  Since informal SMEs is the life blood of our economy it is imperative that we address this concern.

3.       25% reduction of tariff for 25 percent in electricity rates has been effected as a concession to places of religious worship, government hospitals, schools, vocational training centers and universities.

These places should be subsidized agreed. However as the institutions are large consumers, blindly giving large concessions will only worsen the rampant mismanagement of energy. It is widely known that they exploit the subsidy and waste electricity (since they do not feel the real cost).

My proposal is to have a upper limit for the subsidy which is evaluated by PUCSL in a case by case basis.  (The measurement might be floor area, number of students, etc). If it is exceeded the institutions need to be fined by having a higher price for electricity. Similarly concessions must be given (e.g.:  10% discount) for better management.

(Even if not evaluated in a case by case basis having an upper ceiling for units consumed  to the Rs 10.5 charge is a must)
Assuming 1000 units of usage the subsidy will be over Rs 10,000/=. Per annum Rs 120,000, since this is a significant subsidy a case by case evaluation each year to decide the individual concession/fine is justified.

This action will force these institutions to look forward to energy conservation and even hire dedicated energy managers.

Consultation Paper on Setting Tariffs for the Period 2011-2015

" reduce tariff by 25 percent to religious places, government hospitals, schools, vocational training institutions and universities"

It is common knowledge that the waste of electricity in these public institutions are immense. The fact remains that by further decreasing the tariff, their would be even more wastage since the institutions will not feel the real cost of electricity.

A proper mechanism should be implemented to force these places to use electricity in a responsible manner.

How should this be done?
A proper mechanism should be implemented to annually check how they have used electricity. If it can be determined that they used electricity in a responsible manner, then concessions should be given. How ever if they have not, then there should be penalties.

Now this will force these huge consumers of electricity to take measures to reduce consumption. Might even force them to implement energy saving policies and even recruit energy mangers.

This can be done in a case by case basis since the state institutions are few.

How ever decreasing the tarifff will not help the country since this subsidy will have to be funded by the whole country. Lets look at the worst affected segment of consumers.

"28. Sri Lanka’s export industry is often hampered by anti competitive practices of
shipping lines. As a result, Sri Lankan exporters are often subject to various charges
imposed by shipping lines. Most of these collections from FOB exporters are not
legally backed by international shipping rules. These charges not only result in anti
competitive practices but also cause a serious drain of foreign exchange and tax
evasions. These charges are also imposed on imports. Consequently Sri Lanka’s trade
oriented SME centric economy is in a disadvantage position. Therefore, I propose to
introduce a new legislation within first 100 days of 2011, towards countering anti
competitive practices in shipping and trade. "

SME centric economy
The informal SME sector of our country is the real driving force of our economy. A good example of SMEs creating properity is UK and USA where almost 95% of the indutries are SMEs.

The policy of the Srilankan government is to help the SMEs. However what we see is that the Government is using the informal SMEs to pay for the subsidies to large industries (mostly foreign owned).

An informal SME will use over 600 units of electricity.

So they have to pay 45.50 Rupees per unit. And this cost will make them at cost disadvatage with foreign com[petitors. Apart from this the cost will be reflected in all the services and goods that they are involved in, and this will ultimately be handed over to the general public and the cost of living will increase. This is a paradox since the government wants to help the SME, but the actions of the government hurting not just the SME and domestic sector but also the general public in general.


The Answer

Subsidizing all the customers who use less electricity does not make any sense since consuming less does not always imply that they can not afford electricty. A good example is my house hold where the usage is just 65 units, though i can easily pay the cost of electricity of 21 Rupees. Apart from this, the policy leads to malpractices such as multiple connections (legallly) for single household.

The answer is simple enough,
This subsidy should be stopped immediately. A new subsidy should be introduced for a case by case basis. A mechanism should be implemented where the poor people desperate for concession can apply for concessions. These can be fairly evaluated and the household identified can be subsidized even more than that is done today.

PUBLIC POLICY

Now this tallies much more with the current government policy of concentrating more on the poor since the subsidies are increased for them.

As to what went by .......

Being very busy in the days gone by. Worked for CIMA GBC and won the local round. Practicing for the global finals in Malaysia.
Kyokushin 16th all island championship was held on 2nd july. Helped the organizers and got some fights on vid.

Worked out too, yesterday was able to complete 5Km in 19.57 , the first time that i did 5K within 20mts.
Starting studies for the exam and the final year project ERU paper wrting.
Went to watch the AIBS 2010, 2nd runners up was Ruwini of gavel UOK.
Had one fight in the dojo , about 3 mts with sensei pasindu. Knee cap was a bit damaged, still paining after 2 weeks.

How my days went by

I have been very busy these days. Combine work for CIMA global bussiness challenge, eesoc AGM, Exmo 2010 exhibition with a paper for ICset 2010, Final year project and karate, well that leaves no time to do thing like sleeping and eating.

The days after the rains stopped, i went to the park for about 10 work outs. Today i did speed running for 21.50 mts, 30 knuckle, 20 finger and 20 palm push-ups, 50 crunches and 30 leg raises. Add stretching and thigh joint exercises to 100 full scots to complete the workout.

After i came home and fixed the new lock to my fron door, pretty hard to do carpenters stuff without the proper tools, but some how managed. It looks great now.

In the evening i went for karate , that is after a loong looong time. We do leg techniques for one hour. It was very hard, each technique repeated 100 times from maekaege to mawashigeri and ushiro mawashigeri. Very tough indeed.

While coming home brought some vegetables for mom. Came home had a wash and sleeping at 11pm.

First kyokushin session after one month

I couldnt go to the dojo for about one month because of variuos obligations.

Within that time i used to go the the park and work out.

I would run hard and complete 4km within 16mts. I would then stretch myself. Next would be 20 knuckle pushups on the gravel.


I would then do neck and shoulder/arm exercises. Then 20*2 = 40 palm pushups.

Next wold be 2 sets of 50 crunches followed by 40 leg raises. I would end the work out by doing 100 full scots.

The running thing is very taxing and does take to the limit.

Well i guess u will think this to be a pretty crazyd workout.

If u think so, u must b kidding.......

I just learnt what a real hard work out was after going for karate classes today.

It started with basic kihon in kiba dachi. After the first set my thighs were burning and beleive me after about 45 minutes my legs were numb with pain. At the last set the legs contorting (shivering) involuntarily.

Then we had do punches in shizentai, fighting techniques. It would not have been hard but for the previous work-out having burned us out.
Next was punching side ways in shiko dachi. It never did any good to the painful thighs.


Then we got a rest. Sorry no water or any fluids. But rest in seiza, after some time my ankles were burning and seemed as being about to break.
haha next comes the yummy part....

Maegiri starting from 1 repetition to 7 in a row, one set 20 repetitions (10 per leg) . It was hell. Couldnt even lift my leg properly in the final set. Seven maegiri in a row ......

Then mawashigeri chudan similarly, it started from 7 and went to one.

Lastly another set of mawashigeri but this time 9 kicks in a row.

When i abstain from practice for protracted time i seem to forget what it takes to complete a 2 hr kyokushin session. Hopefully my cardio will increase. I also hope to do some heavy weights for my legs which are sadly very weak.

The session showed me what it really takes to be a karateka. The heart needed is tremendous and keeping at it needs a iron hard perseverence.

Becoming a mature blogger

All these years i have been blogging away happily without thinking what the content is or whether the quality is right , i have blogged away what ever that came to my mind.

Now i see that i need to be more mature in my blogging. As the ultimate objective is dessimination of knowledge and experinces , i need to be more specific and clear in what i exspress. Else the objective can not be realized.

Final Year project review 2 presentations 2010/03/25

Some presentations were awesome, some great, some normal and others dismal. So if any of you guyz think it is necessary to improve presentation skills, we warmly invite you to attend gavel club educational meetings (no need to become a member, attend as a guest). This will polish up your presentation skills and give you much needed confidence.A minimum attendance of 5 days will be enough to polish up the basic concepts. Do not wait till you get a job and have to do a presentation to the board of directors. Work on these skills now because even if v wud make mistakes that is in front of your friends(who will help u to overcome them) and not in midst of rivals (from other universities).

Apart from this, if u wanna do the final presentation with a bang and a zing, lets start work on the presentation skills now and not at the last moment.

I uploaded these vids with great trouble, for it will show (though the quality of vids r not high) u how u performed. These may yet be valued memories for you all, coz 4 some this may be the last presentation done at the uni.

Passing away of a great man : Former Principle and old Cambrian Mr. H L B Gomes

He was a great man indeed. Just his presence made the place light up. He had an amazing personality and was friendly and helpful to a fault.

I got to know him properly in the last few weeks of grade 4 , when i entered prince of wales college (my father taught their for sometime , so he new him well) . At that day he kissed me on my forehead and told me to study well.

His work in the primary

I was in the primary choir and it was an amazing experience we practiced passionately for hours (Can't remember our teacher , but can just say that her passion for music was phenomenal) , ultimately we won the second place in the western province. And it was made possible by the atmosphere created by the late principle Gomes.
He was like a father to us. I can remember in grade 6 , once i needed to get the data about the school for a project on social studies. So after school i went to office and asked for the data. He smiled and gave me the information and praised me for my efforts. Such was his way, his small gesture galvanized us and brought the maximum potential out of all he knew.
Another time i can remember when a young teacher punished me excessively for no real reason at all, i went to him crying. He acted immediately and changed the teacher. That was how we got Mrs. Balagalle as our social studies teacher. She was a marvel and an awesome teacher herself, so ultimately we profitted in this ugly episode. This showed his sensitivity , understanding and ability to react quickly and successfully deal with problems.
He was a passionate cricket fan, when we won the lemonade trophy the whole school was in festive mode and he gave the players tremendous recognition. Such was his passion for life.
Two or three times in a row he was adjudged as the best principle of our country, obviously he was on the top. Professionalism oozed from every thing he did , every aspect of his life is an example for all, in short he was a great man.
He was harsh when the need arose. When some senior rascals did some serous offense i can remember him stripping them to underwear and hosing them down in front of the whole school. It was not wrathful but done so as to shame those fellas and make gentlemen out of them.
For me he was like a father. At the end of the term assembly record book giving away, he would introduce me as "dharmawardena from zimbabwe , who is showing colors ..." , such personal encouragement did uplift our spirits and made us strive for more.
In the days past whilst traveling to university i thought of dropping in at his house in katubadda and meeting him. But alas it is still in my to do list marked not done. I pledge that i will not wait till the end but go and show respect to my betters whilst they are alive.
His work at the school could be seen at the wonderful (awesome quality) English days (concerts) and prize givings we had in his time. Apart from the great number of buildings that he gave to the school he was instrumental in reviving the primary section which had been closed for a number of years.
His time at Prince of Wales' College was a decade of glory and success that has been written in golden letters in the book of history.
He was a great educationalist who lit up countless young lives.
Though he has left us, as old Cambrians we can honor him by taking his light and spreading it as he did to us. By making his vision our mission.

3rd training session

Started with normal wprmups. Then 20 punching kihon techniques.

Then shihan strated on fighting techniques. The double punch, 4 punches, 2punches and 2 thrust punches. knee kick combined to that combo.
Then the side junp techniques. maegiri side jump and maegiri from other leg. Same for mawashigeri. Then mawashigeri normal jump and turn a full rund with momentum and mawasigeri.
Then some ippon kumite. Double punch countered with thigh kick combo with partner. Then double punch countered with front kick maegiri. As the middle punch is blocked, that side is open therefore a very effective technique.

My problem is my left mawashi-geri is not high enough. need to do some serious stretching.

Then all got a chance of fighting with pasindu sensei for 1 minute. He did not go fast aggressive nor head kicks so minimum damage. He is as fast as a viper. Unbelievable reflexes.

At home a bit sore with my thigh , else feels ok.

2nd 2 hour kyokushin session for the season

Today was my 2nd session for this season. My confidence is pretty low as i havent trained regularly.
went to class at 5.40
Shihan asked us all to make a ring and did kihon. We were emphasized on correct stance sanchin and correct form of the techniques.
I got scolded for my side punch techniques. Then after completing uke techniques we had to do 30 knuckle push ups.

After that a grueling session of knife hand strikes and again 30 knuckle pushups. Only then did things start to blacken out for me. I got faintish and knees grew weak, so i had to rest at 6.50.

Felt alright at 7.10 and then did 3 sets of 100 chudan mawashigeri.

Then at 7.3o stretching . It was a complete streching workout of 10mts.
Pretty exhausting workout. I need to take precaution against fainting again and seriously need to start work on power cardio and kata. Taking the brown belt graing next month seems a sure way to shorten my life span by a couple of decades. Maybe i will do it on october.

Kyokushin kata session after a lapse of 4 months

Today went through a gruelling kata session at the dojo.

My arms were paining after doing a lot of pullups on monday.

Sensei pasindu did the session.




warmup running 4 5mts.

Normal warm up exercises and streching.

10 taiko sono ichi
10 taiko sono ni
10 taiko sono sun

10 sokiku taiko sono ichi
3 sokiku taiko sono ni
2 sokiku taiko sono sun

it was pretty hard on my cardio. Infact i had problems with my balance and stance.

But great session which really streched the limit.

Robot platform drive





My Code:

Working code. The manual is not very informative. Had to insert a 20 ms delay between i2c write commands to get the code to work.

Problems that we had to overcome:

1. SDA / SCL connection is not enough , the ground of MD 25 should be made common with the ground of the microcontroller board

2. After each I2c_Wr() i2c write command, a delay of about 20 ms needs to be inserted, otherwise the motor will not work. Not able to write to MD 25 i2c registers.

3. After testing the RD02 , i found that my right hand side motor is not working properly , there is about 60 degrees free play in it. Torque generated and speed also is very low compared to the other motor which is healthy.

The problem seems to be in the gearwheel and DC motor axle connection.

I sent a email to devantech (robotelectronics) requesting for replacement of faulty motor. Hopefully they will do that. i will update my blog as it proceeds.

today at the dojo we had a awesome session .

with dumbbells on our hand (1pd) we did with out stepping 1000 middle punches

500 knee kicks
200 mawashigeri jodan.
200 ushiro mawashigeri

man did it take us to the edge and beyond. tapped energy that i did not think i had. My body is paining but am happy with it.

At the end we had a sumo wrestling session.

Well i did awful. My wresling skills are simply 0. No explosiveness and i just let the opponent manhandle me, giving into the pain. I will have to do something about it.

How to program the computer to shutdown automatically in predefined time

Here is the command shutdown -s -f -t 21600

This will automatically shutdown the PC in 6 hours
note: 60*60*6 =21600 seconds

so what ever time you require please put it in seconds and replace over 21600

e.g. 45 seconds
shutdown -s -f -t 45

shutdown -s -f -t 19000

We bought the components for the PIC controller board. Got the PCB printed and soldered it. Tomorrow we will complete the soldering and test the board.

I borrowed a book "Adaptive digital filtering" from the library , will go through it as well.

Travelling by train in Srilanka

Today i came from Galle to Dehiwala by the Matara - Colombo express train.

I got the information about the schedule from the website http://www.railway.gov.lk

The railway website was simply designed and extremely accurate as well, i am really impressed by the professionalism shown by these people. Awesome stuff!



It was scheduled to start from galle at 3.45pm . Instead though it was at the station by 3.30pm , it started travelling only at 3.55pm . A slight delay of 10mts which can be neglected.

It came to moratuwa at 6.04pm , and according to schedule it was to arrive at 6.05pm. So it was on the dot.

It came to dehiwala at 6.16 pm while scheduled arrival was 6.19pm .

Lets now compare the average sped of travel by this particular train.

Distance from galle to moratuwa = 100Km

Time taken = 2 hrs 10mts approx

Average speed between moratuwa and galle = 46Km/hr

Accurate Distance moratuwa and dehiwala (from wikimapia.com) = 8.7 Km

Time taken = 12mts

Average speed = 43.5Km/hr

The conclusion that it is awesome stuff . In times where train is not crowded e.g. From galle to colombo in the evening (colombo to galle in the morning) , It is recommemded to take the train if both bus and train options are available at the same time. It is safer than bus, more relaxing and a great way to enjoy the beauty of the coastal beaches, swamps, rivers and lagoons of srilanka.

It is also much faster as my experience shows. Ofcourse it is assumed that this kind of professionalism is maintained through out by SRD .

The results of the Kyokushin fighting technique session


Yesterday we had a very repetitive fighting technique session at the dojo.

it was kinda of boring but great on cardio. endless repetitions culminationg in 5 fron hand punches 1 backhand punch
front leg maegiri, back leg maegiri, change stance, backleg mawashigeri! it was pretty hard to keep up the initial intensity.

NOW THE RESULTS

In the morning i punched a bit on the bag in my home. My hands were much faster than the usual, it felt very light and powerful. The punches just came in bunches without ever thinking about a combo.

Now this is what i call instant results. Kyokushin rockz! Osu!

Operational Research Vogels Approximation VAM





When the least cost elements are equal in the VAM method our lecturer gave the algo as to use the other greater value and get a penalty greater than 0.

But this says to use 0 penalty when the cost are equal. A big ambiguity. But luckily i didnt do the sum at the exam so it didnt matter.

The first two exam were great, but the difficult ones are still to come.

Came home at 2 , washed my cloths and bathed. Kind of over eat lunch (lunh + chicken + halape + milk tea) and the post lunch session was pretty painful. Was in two minds becoz of dat , to go or not to go 4 karate. But stayed till 5.25 . The pain didnt stop. so went for practice thinking dat wat will b will b.

At training pain decreased slowly and at the second part it ceased completely. Karate rockz! the ibuki, nugare and nugare ura with braeting in seiza and muksukudachi all helped to ease the pain and stress.

Went for the kyokushin class today. awesome training , shihan did fighting techniques with ido(foot) techniques. moving and stuff integrated with combos. Pretty tough stuff. sometimes the combos get mixed up and we do some thing completely different.

Finished the session with 3 sets of 20 knuckle pushups each. Also meditated for 5 mts in muksodachi, seems that is done at the shaolin temple, pretty difficult stuff.

Came home at 8.30pm. Skipped dinner , i fasted tonight. Had a small session with my sister to motivate her to put more effort into her AL studies. Though it did end up a bit rough and her crying the scheme was a complete success, she got the point..

First kyokushin training session for 2010

Today was a very busy day time flew by without notice. I went for training after 3 weeks. Left home at 5pm . There was a big bloody traffic block at nugegoda bogaha junc. so was bloody late for training and i hate to go late coz when i miss the warm ups it very difficult 2 cope.

Today shihan took the whole class. He did all the basics and taught us every little secret about the main techniques.
We did 30 knuckle push ups, 20 5 finger and 15 3 finger. As i was not up to my normal level i did 10 knuckle and the rest palms.
In some techniques i had to fake coz if i had driven the tempo up i may have blacked out. Luckily i paced the session nicely. We were given one rest, but we had to stay in seiza. Staying in seiza for 7-8 minutes i pretty difficult, but does wonders to the strength level. (correct form must be maintained)

Shihan told that i will do my brown belt grading next time. so awesome stuff.

Today's session was awesome in the sense in had lots of pain and exercised a lot of mental power. I did not black out and went to my very limit.
